IBCAS is headquartered in Castries, the Capital City of Saint Lucia, which is the second largest Member State of the regional integration grouping called the Organization of Eastern Caribbean States (OECS), also headquartered in Saint Lucia. Saint Lucia has a population of approximately 163,000 persons and is 616 sq kilometers in size.
Saint Lucia’s development is driven by service-based exports, comprising mainly tourism and other services. IBCAS is also headquartered in the birthplace of two of the Caribbean’s three Nobel Laureates namely; Sir. Winston-Arthur Lewis – (Economics) and Sir. Derek Walcott – (Literature).
IBCAS initial operations are expected to be managed by its founding partners who will also be functioning as the company’s Board of Directors (BODs).
IBCAS is expected to have a minimum of three Directors and a maximum of seven Directors. Biographies on IBCAS Directors are listed below.
Dr. Clement is a former Professor of Business at the State University of New York-Delhi. Professor Clement is currently serving on Ten University Committees and is an Adviser for six university organizations in East Africa and the USA. Dr. Clement has over 18 years of lecturing and research experience, having taught in East Africa, the USA – New Mexico, Wisconsin, New York, the Netherlands (EU) and Saint Lucia.
Of worthy mention, is Dr. Clement’s contribution to educational excellence at the highest level through his astute supervision and mentoring of undergraduate and graduate candidate students, (PhDs), in the subject areas of Business Management and Economics.
Dr. Clement is also a reviewer for three leading academic journals and two major US Publishing houses in the USA.

Mr. Simon is a former Chief Executive Officer of the Caribbean Association of Indigenous Banks (CAIB), and pasts Secretary of the Caribbean Association of Audit Committee Members Incorporated (CAACM). Mr. Simon is also a former Senior Officer at the Caribbean Community Secretariat (CARICOM), headquartered in Georgetown, Guyana and pasts Research Officer, at the Eastern Caribbean Central Bank (ECCB), headquartered in Basseterre, St. Kitts. In addition, Mr. Simon is a former Senior Economist of the Ministry of Finance, Government of Saint Lucia (GOSL) and a past Lecturer of the Sir Arthur Lewis Community College (SALCC).

Mrs. Hackett Simon is currently the Senior Program/Project Coordinator, (Performance-based Management Systems, at CAMBA Inc. located in New York, (USA). Mrs. Hackett-Simon is a former Database Management Specialist/Project Officer of the Caribbean Community Secretariat (CARICOM), headquartered in Georgetown, Guyana and a former IT Tutor. Mrs. Hackett-Simon is actively engaged in volunteer work with various community groups and serves as a member of CAMBA’s Junior Board, also a Volunteer Mentor for the iMentor program for New York City Schools to guide students on the path to college.
